In May 2021 I announced my intention to stand as a candidate for the General Election in September 2021. After weeks of door-to-door canvassing, I was elected on 23rd September. My 2021 manifesto is available by clicking here or the link below.
I have left this information live because I think it's important to be transparent.
Not everything in my manifesto was delivered during the last 5 years. As many of our MHKs are independent (me included) a manifesto only ever sets out one person's priorities, but once we are elected we need to work with others to deliver the changes we would like to see. There are lots of things to do. The Chief Minister sets the programme for government (Our Island Plan) using the manifestos of the successful candidates to reach a consensus about what the Government will try to achieve. Many of my aims were included in the Island Plan, but for those that weren't included it becomes very hard to make any progress.
Some of my aspirations are still work in progress. Others turned out to be significantly more difficult to implement than I'd first assumed. During the administration, various events that needed responding to took time and effort to resolve. For all these reasons, manifestos are best regarded as a guide to what any candidate would aim to deliver in an ideal world. Accepting that we don't live in an ideal world, a manifesto should be considered a guide to whether a candidate understands the range of activities government is responsible for, can identify where systems and processes aren't working well and whether they have some credible ideas about how to move forward.
